The creation of Talisay City College(TCC) was conceived out of the genuine needs of the city to have a learning institution which will cater to its constituents who cannot afford a college education due to the exorbitant fees of the big Colleges and Universities.
The college is the brainchild of the former Talisay City Mayor Eduardo R. Gullas, now Congressman of the First District of Cebu by virtue of the City Ordinance No. 2005-15 and was approved by the Sangguniang Panlalawigan(SP) of the Province of Cebu during its 23rd regular session pursuant to SP Resolution No. 2780 of 2005.

Fernandez (City Mayor) Chairman; Hon. Dennis B. Basillote (City SP Chairman of Education) Member; Dr. Tomas L. Lopez (President of CNU) Member; Dr. Bonifacio S. Villanueva (President of CSCST) Member; Dr. Tomas L. Ramos (College President) Member; CHED and RESDA Directors, Member; Ex-Officio Members are: Dr. Carmelita T. Dulangon (DepEd Talisa City Schools Division Superintendent, Board Secretary; Att. Owen Algoso (City Legal Officer) Legal Consultant; Dr. Eladio C. Dioko (Academic Sector Representative) Consultant.
Talisay City College currently headed by College President Dr. Tomas B. Ramos, who was the former Regional Director of the Civil Service Commission. He is assisted by the Dean of Instruction and Discipline, Dr. Edgar M. Martinez and three Program Coordinators: Mrs. Nancy V. Jadulco; CNU Program Director, Mr. Jaime C. Cadampog; CSCST Program Director and Dr. Jesus Empace, UV College of Nursing Program Director.
The Talisay City College envisions to provide less expensive but quality tertiary education to the marginalized sector of Talisay City. While its mission is to ensure that its education program will continuously meet the relevant and responsible needs of the students. Thus hasten their empoloyability and productivity.
The Institution which is housed in Talisay's Old City Hall in Barangay Poblacion, is funded by the city government which helps the student's keep tuition costs to a minimum. Besides from being affordable, the TCC is also accessible to all the Talisaynon students from their respective residence. The school also grants scholarships: one hundred percent (100%) to valedictorian and fifty percent (50%) to salutatorian. At present, it has 69 students under the Scholarship Financial Assistance.
The operation of this institution is under a consortium agreement with the Cebu Normal University(CNU) for the Education Program; Cebu State College of Science and Technology (CSCST) for the Industrial Technology courses; and the University of the Visayas (UV) College of Nursing for the Nursing Program. Most of the Faculty members come from these universities.
A number of young Talisaynons have enjoyed the opportunity to receive their education and training in Talisay City College which is known as the First LGU owned college in Central Visayas. This institution has produced 297 graduates on its first commencement exercises last March 27, 2008 from the different courses in Nursing, Teacher Education, Industrial Technology and Hotel and Restaurant Services. Based on the increasing number of students, the LGU, with the support of Congressman Eduardo Gullas, constructed the two-storey building to accommodate the growing population of the Talisay City College students. There was a simple inauguration rites of TCC's newly constructed building last November, 2008.
The record shows that 33 out of 52 alumni who took the licensure Examinatino for Teachers (LET) passed, while 11 out of 13 new graduates of Nursing passed the Nursing Licensure Examination (NLE).
Brimming with intellectual energy and extraordinary discipline Talisay City College ROTC Unit has earned the distinction as the region's over-all champion in the Annual Tactical Inspection for three consecutive years.
Moreover TCC is also an accredited TESDA Competency Assessment Center on Personal Computer Hardware Servicing NC II and Consumer Electronic Servicing NC II. With the training, TCC has already produced a total of 1,300 students who finished and considered NC II Holders.
